Patch 11.16 preview
Weakening
The Dark Seal will be significantly weakened. Recently, the item has not left the meta and is bought by almost any AP champion. For 350 gold, under certain circumstances, the Dark Seal gives too much skill power, and also allows you to quickly end games. Now for death you will lose more stacks, and the stacks themselves will give less Ability Power.
Forest Diana will do less damage to forest monsters. The champion quickly clears forest camps, gaining the opportunity to farm a lot and participate in battles for neutral objects. The relaxation does not seem critical, but it will be possible to verify this information in practice in a couple of weeks.
Fiore and Lulu will raise the cooldowns of various skills. These champions have inexpensive skills in their arsenal that add a lot of impact and require little cooldown time. In the new patch, this problem will be partially resolved.
Healing with W skill for Li Sin will be reduced. At the moment, the blind monk can take part in many fights, emerging from them as the winner, in particular, thanks to the survivability with the W skill. These changes are intended to bring some balance to early fights and minor skirmishes.
Ziggs will increase the starting manapool, but reduce the damage and slowdown from the E skill.
The explosive yordle, due to its great popularity and power, began to appear on the lower lane and bring too much destructiveness to the early game due to its cheap skills. From now on, the E skill will not be so dangerous.
Taam Kench and Xin Zhao were also weakened.
Gains
Nunu will increase the movement speed and damage from the E skill. At low runs, Nunu still does a lot of damage even when assembled into a tank, and with such changes, his win rate can rise to record values.
Vladimir will receive more health and AP from a passive skill. The Blood Mage may not be very popular, but he hasn't had any problems with winrate lately.
Most likely, Riot Games wants to put this champion in the S-tier and draw the attention of professional players to him. Let's see if they can do it.
Jarvan IV will receive a long-awaited boost. Despite having a 50.18% win rate, the champion is not very popular in the jungle due to its lengthy cleanup. Strengthening the passive ability and increasing the damage from the R skill most likely will not bring him to the top in popularity, but they may well give him a chance in other roles.
With the release of the current patch, Shako is experiencing a catastrophic drawdown in winrate. The developers decided to roll back the change and now using the Q skill will not show yellow fog for opponents if Shako used it in the fog of war. Various minor bugs will also be fixed.
Maokai's enhancements look quite illogical, since this champion is one of the most successful in the support position at the moment.
However, in the 11.16 update, his passive and E skill will be strengthened. The popularity of this champion after such changes will definitely go uphill.
Jin will receive an increase in damage to the ultimate and R skill. The Mysterious Artist did not fit well into the new meta, as most of the reworked items in the store simply do not suit him, which is why Riot Games constantly buffs the champion giving him more opportunities to implement.
Sivir will deal more damage from his W skill. At the moment, Sivir is entrenched in the meta through lethality, but with this buff, the developers make it possible to collect her through the "good old" attack power and cause a decent amount of damage. How effective this assembly will be in comparison with the current one - time will tell.
Other changes
Practically complete Rework is subjected Saone. At the moment, this support, although not one of the most popular, but gives a lot of mobility, survivability and damage for your team. We will watch what the changes turn out to be, and you can already familiarize yourself with them on the test server of the game.
