Last June Valorant was released all over the world, including in Russia, but not without problems. In the Russian region, players were unable to use voice chat.
The problem was the laws of the Russian Federation, according to which companies were obliged to keep records of conversations of each session. It looks like this problem Riot managed to solve, since now Russian players will be able to use voice chat.

Sign UpRiot Games Producer Sarah Dadafshar spoke about the mechanics implementation. Most likely, voice chat was introduced with the release of patch 2.11.
