It seems that the Dota 2 developers initially intended to include more sets in the new Charms of the Snake treasure, released to celebrate the Chinese New Year.

Dataminers who examined the game's files discovered that a tenth set was originally planned for Undying. However, for reasons unknown, this set did not make it into the final version of the treasure.
