ESL Overhauls CS2 Rulebook With Stricter VAC Bans and New Sponsorship Rules
On July 7, 2026, ESL has released a revised ESL Pro Tour Counter-Strike Rulebook for Season 2 of 2026, introducing stricter penalties for VAC-banned players, new sponsorship restrictions aligned with Valve's policies, and updated regulations for tournament participation. The full rulebook also consolidates all previous ESL Pro Tour documents into a single set of regulations.
One of the biggest changes affects VAC bans. Players who receive a VAC ban will now be suspended from ESL competitions for five years, replacing the previous two-year automatic ban and bringing the penalty in line with ESL's standard sanctions for cheating.
The updated rules also implement Valve's latest sponsorship requirements. ESL will no longer allow skin trading, skin gambling, or other non-compliant skin-related platforms to appear in tournament broadcasts, overlays, banners, or other official event integrations. The restriction applies to ESL-produced content rather than team sponsorships, meaning organizations may still partner with such companies outside of ESL events.
ESL has also tightened rules around tournament withdrawals. Teams that pull out of a LAN event after confirming participation will forfeit all prize money, lose invitations to the next tournament of the same tier, and may be required to cover replacement costs. For online events, ESL has introduced withdrawal deadlines while limiting related sanctions to 18 months, with exceptions remaining for medical emergencies and visa issues.
The organizer has updated several competition rules as well. ESL Challenger League teams are now permitted to make two roster changes during each tournament, while qualification rules for regional finals, European cup slot allocation, and roster submission procedures have also been revised.
Additional operational changes target LAN events. ESL can now review team voice communications and issue penalties for hate speech or abusive language. Players are no longer allowed to leave the competition area during a map without approval, except in medical emergencies. The rulebook also adds new procedures covering on-stage seating, match scheduling, and accreditation for additional team staff such as photographers and content creators.
Finally, ESL has introduced a deadline for prize payments. Teams that fail to submit the required payment information within 18 months will forfeit their prize money. The organizer also clarified that disciplinary fines may now be deducted from any payments made to teams, not just tournament winnings.
