It looks like the next-gen version of GTA V will support 60fps at 4K resolution. Hints of this have appeared on the German PlayStation Blog.
Of course, there hasn't been any confirmation from Rockstar yet. Previously, for the next-gen version, they promised improved graphics, performance, and multiple technology upgrades.

Sign UpGTA V is slated for release on the PlayStation 5 and Xbox Series on November 11th. In addition, along with the launch of the game on the next generation consoles, a separate GTA Online client will be released for fans of the multiplayer component of the game.
