Winstrike was initially pleased with the addition of Vitaly EvilArthas Tsal's phrases, but Valve then removed them and explained this by the fact that it was caused by a "mixed reaction from the community." Presumably, this was forced on Reddit, and also, since Arthas was banned from Twitch, his phrases could be a reason to ban channels broadcasting competitive Dota 2 matches.
Today, 3 phrases from Roman RAMZES666 Kushnarev - ex-offlaneer of NAVI and now a free agent - were added to the game: "Uuuh, I'm a genius", "Help, help, help" and "Stop tilting, please."
Winstrike recently withdrew from D2CL Season 3, now partnered with RAMZES666, it is likely that Roman will also be putting together a new Winstrike lineup for the upcoming season.
