System buffs will impact the following items:

• Hextech Rocketbelt
• Sterak's Gage
• Executioner's Calling

System nerfs will affect the following items:

• Bloodthirster
• Frozen Heart
• Riftmaker
• Tidecaller's Blessing

Additional system changes include:

• Adjustments to minor rune stats
• Mechanism for accumulating charges with support items
