Valve working on a handheld console?

The creator of SteamDB has discovered some entertaining program lines in the fresh beta of Steam. They are likely hinting at the development of a handheld console from Valve.
Apparently, it will be called SteamPal (or this is the working title). Those same lines mention WiFi support with Bluetooth, low battery alert, airplane mode, shortcut menu and other features.
All from the same lines it becomes clear that this is a portable console. It describes the exit to the desktop, Steam itself, as well as the version of the operating system and BIOS.
This is not the first mention of a certain console from Valve. Earlier, Gabe Newell himself casually mentioned plans for the console, and former employees spoke about it openly.
